Man charged over Melb bouncer stabbing

A MAN has been charged after a bouncer was stabbed in the back outside a Melbourne nightclub.

SECURITY camera footage released after Thursday's late-night attack shows the 29-year-old bouncer manning the door as a man approached from behind and stabbed him in the back.

Police raided a house in Footscray late on Monday where they arrested a 25-year-old man.He has been charged with conduct endangering life, assault and weapon offences.The man was bailed to appear in Melbourne Magistrates Court on June 30.

Call for probe over Europe C-section rates

WIDE variations in the rate of caesarean sections carried out in Europe have raised concerns about whether women are benefiting from best practice.

A NEW study published by the journal BJOG has found around a quarter of births in the UK are by C-section, compared to a low of 14.8 per cent in Iceland and a high of about 52 per cent in Cyprus.

Authors of the study, led by academics at City University London, said it highlights a clear "lack of consensus about best practice" between countries of the EU, Norway, Switzerland and Iceland.It urged further investigation, suggesting professionals' attitudes to care at delivery, adherence to guidelines and differences in healthcare systems and how they are financed could be to blame for the stark variations."We would hope that this data would be consistent but it clearly isn't," said Alison Macfarlane, professor of perinatal health at City University London and lead author of the study."There is a concern that the caesarean rate is going up and there are some women who undergo the surgery unnecessarily, which this reports suggests there are because of the wide variation."The UK figures are neither high nor low, but there is a concern that the caesarean rates are still going up, with huge variations even between hospitals."When a caesarean is really necessary it can mean the difference between life and death but but when it isn't it can have big effects on the mother and the baby."We need to look at what are the pressures that lead to more caesareans and why is there such wide variation in clinical practice."She highlighted the need for a comparative review of national policies and guidelines to prioritise the health of mothers and childrenThe study, the first of its kind, found the average of rate of C-sections in Europe is around 25.2 per cent of all births.However, the figure for mothers giving birth to more than one baby is 63.1 per cent, and is 98.6 per cent in Malta, 31.1 per cent in Iceland and 62.6 per cent in England. Data for all the UK was not available.C-sections are more likely to be performed when babies are born to first-time mothers, women who have previously undergone a caesarean or who are carrying twins or when babies are in a breech position.

Egypt postpones retrial of Fahmy, Mohamed

THE retrial of two Al Jazeera English journalists in Egypt who face terror-related charges has been postponed to March 8.

THE decision on Monday comes after a brief hearing for acting bureau chief Mohamed Fahmy and Egyptian producer Baher Mohamed.

They were freed earlier this month to await trial, though they've had to check in with police each day.The two, arrested in December 2013, face charges accusing them of being part of a terrorist group and airing falsified footage intended to damage Egyptian security.Another colleague arrested with them, Australian Peter Greste, was deported to Australia on February 1 under a new law allowing foreigners accused of crimes to be deported.Fahmy, a dual Egyptian-Canadian, dropped his Egyptian citizenship after he said Egyptian security officials told him it was the only way he would benefit from the new law.Egypt's Court of Cassation, the country's highest appeals court, ordered the retrial, saying the initial proceedings were marred by violations of the defendants' rights.Fahmy received a seven-year prison sentence, while Mohamed received a 10-year sentence.Eleven other defendants in the case - mostly students accused of being Muslim Brotherhood members - previously were ordered released without bail.Since being released on bail, Fahmy, 40, has criticised Al Jazeera, saying its "epic negligence has made our situation harder, more difficult, and gave our captor more firepower".Mohamed, 31, previously said he was "optimistic" about his retrial, though he "decided not to have any expectations".

DOMINIQUE Strauss-Kahn has testified to having orgies while he was managing the world financial crisis, to being "rough" with his sexual "conquests", and to needing sex with exceptional frequency.

BUT no obvious evidence has emerged during a prostitution trial in northern France that Strauss-Kahn did anything illegal.

As the trial enters its third and final week, it is looking increasingly likely that the one-time presidential contender will walk away with a clean criminal record.Strauss-Kahn, one of 14 people on trial, is accused of aggravated pimping over a series of sex parties in France, Washington and Brussels, while he was leading the International Monetary Fund, and was married.He insists he didn't know the women involved were prostitutes. Two of his co-defendants say they recruited and paid the women themselves, and built a wall of silence to ensure that Strauss-Kahn wasn't aware.Even the prosecutor didn't think there was enough of a case against Strauss-Kahn, and argued in 2013 against including him in the trial. Under French law, investigating judges can override prosecutors' recommendations and send someone to trial anyway, which they did with Strauss-Kahn.He faces up to 10 years in prison and 1.5 million euros ($A2.20 million) in fines if convicted. But Prosecutor Frederic Fevre could argue for acquittal for Strauss-Kahn during closing arguments Tuesday, focusing instead on getting convictions for other defendants accused in a large prostitution ring out of the Hotel Carlton in Lille.During three days of surrealistic testimony by Strauss-Kahn about the sex parties, the prosecutor and his assistant remained largely silent.Sometimes in tears, two prostitutes described "beast-like" scenes, involving sometimes brutal sex practices. One said she felt like meat in a slaughterhouse.The testimony showed what one lawyer called the "sordid and dark reality" of the sex business. But all the prostitutes cited in the indictment, including the two testifying at the trial, said they had participated of their own accord and were never paid directly by Strauss-Kahn. They said they never told him they were paid sex workers.Even a plaintiff's lawyer acknowledged the case isn't black and white. "I have the absolute certainty that Mr Strauss-Kahn knew that there were some prostitutes in this international ring. Is that sufficient to establish a pimping offence? Those charges were later dropped and he settled out of court. He openly testified to extravagant sex, but said he thought the women present were "libertines" like himself.While the line between politicians' public and private lives has blurred somewhat in France in recent years, it remains more acceptable here for a politician to have extra-marital sexual encounters than in some other countries.French President Francois Hollande elicited shock and criticism in the United States when caught by paparazzi visiting a lover on his motorbike, but a year later, French voters have largely moved on.As this trial unfolds, there's a sense that Strauss-Kahn crossed beyond even what the French tolerate from their politicians. But that doesn't necessarily mean he will go to prison.To prove that Strauss-Kahn is guilty, the trial has to show that Strauss-Kahn knew the women were prostitutes, and that he arranged their activities as prostitutes or profited financially from them. Prostitution is legal in France, but it's illegal to organise a prostitution ring or profit from a prostitute's business.Investigating magistrates, in sending him to trial, said text messages between Strauss-Kahn and another defendant show that Strauss-Kahn was the "central pivot and principal beneficiary" of the orgies. On occasion, he was the "instigator" and the only beneficiary, sexually serviced by several women at once, they wrote. They also said he facilitated prostitution by providing an apartment for some of the women to work.Those arguments, however, came up only briefly at the trial.Strauss-Kahn, who has appeared increasingly confident throughout the proceedings, may take the stand himself on Friday for a closing statement. The three-judge panel will decide on Friday when to deliver a verdict.Chief judge Bernard Lemaire has said repeatedly - a hint of frustration in his voice - that the trial involved a lot of "feelings" expressed, suggesting there wasn't enough hard information. He opened the trial by stressing that the court would not judge sexual activities among consenting adults."The court," he said, "is not the guardian of moral order, but of the law."

Man shocked while climbing electrical pole

A 21-YEAR-OLD man has burns over half his body after being shocked as he climbed an electrical pole at a Gold Coast railway station.

POLICE said the man scaled a security fence at Nerang Railway Station before trying to climb the pole late on Saturday night.

He has been taken to hospital in a serious condition with burns to 50 per cent of his body.

THE South Australian government has confirmed a cost blowout and delays to the new Royal Adelaide Hospital ahead of a state budget update.

HEALTH Minister Jack Snelling says Tuesday's mid-year budget review will include an extra $177 million in funding for the 800-bed hospital, taking its cost to about $2 billion.

It was due to open in April 2016 but an independent review has concluded the project won't be finished until the second half of that year.The additional funding comes amid concerns about an apparent lack of planning behind the transition from the existing Royal Adelaide hospital to the new facilities.Mr Snelling says the government will keep both hospitals in operation for a period of about 10 weeks to ensure patient care isn't compromised."This is the most complex transition project the state has ever undertaken," he told reporters."I won't compromise on patient safety."Doctors told a parliamentary committee last week there was a lack of transparency on how the hospital would operate and whether it would have sufficient capacity as the state's largest public hospital.Opposition Leader Steven Marshall said the government was aware of cost blowouts at the hospital long before they were confirmed."I think that this is a terrible situation where the people of South Australia are being kept in the dark on this major project," he told reporters."This has been a problem project since day one and I think there's much more bad news to come."Treasurer Tom Koutsantonis has warned of a $254 million dent to the state's revenue base from federal funding cuts and the government's failure to pass a proposed car park tax.

UN climate talks resume in Peru

NEGOTIATORS from more than 190 countries are meeting in Lima for the last main stop of the UN climate negotiations on the road to a planned global warming deal in Paris next year.

THE slow-moving talks have gained momentum in the past two months with pledges from the world's top carbon emitters - China, the US and the European Union - to limit their emissions in the next 10-15 years.

"This sends an important signal for the rest of the world to come forward as early as possible with their own contributions," EU negotiator Elina Bardram said on Sunday in Lima."We have 12 months and the clock is ticking."India, Japan, Russia and Australia are among the major emitters that have not yet presented pledges for the new deal.By getting pledges on the table well ahead of next year's climate conference in Paris, governments hope to pave the way for the landmark climate agreement they failed to reach five years ago in Copenhagen.The goal is to slash the greenhouse gas emissions - primarily from the burning of fossil fuels - that scientists say are warming the planet.The challenge is to find a way to share the burden between rich industrialised countries and emerging economies such as China and India, while helping the poorest and most vulnerable countries protect themselves against rising seas, droughts and other impacts of global warming.The previous emissions treaty, the 1997 Kyoto Protocol, covered only industrialised countries, but emissions today are rising mainly in the developing world."It is urgent that we create the greatest alliance in history against climate change," Peruvian President Ollanta Humala said.A key issue in Lima will be to define what information countries should provide when they present their formal pledges early next year, so that they can be compared against each other.The overall goal of the talks is to keep global warming below 2C compared to pre-industrial times.The Peruvian government said more than 12,000 police would protect the conference, which will be held in a tent city on the grounds of the military headquarters.

India fireworks factory blaze kills 12

AT least 12 workers have been killed in a blaze at a fireworks factory in the southern Indian state of Andhra Pradesh.

THE fire on Monday gutted the building, area police chief M Ravi Prakash said.

"There was a blast when people were at work manufacturing materials."The victims included seven women. Six more are injured, two of them in a critical condition," Prakash said.Broadcaster NDTV reported that 30 people were inside the factory at the time.A large inventory of fireworks was stored on site in preparation for Diwali, the Hindu festival of lights, being celebrated Thursday.

Moose disrupts handicraft class in Sweden

SCHOOLCHILDREN in western Sweden received a surprise visit during their handicraft class when a moose jumped through the window.

The teacher and a dozen teenagers fled the classroom on Monday to another part of the school and locked themselves into a room to escape the thrashing animal, which had wounded itself on the broken window.

Goteborg police spokesman Thomas Fuxborg told daily Aftonbladet that the young moose "was in a panic and so were the children and teacher".

Officers broke a window to let the schoolchildren out and later shot the wounded animal that couldn't find its way out of the school.

Except for the moose, no one was injured during the incident at the high school in Molndal, near the western city of Goteborg.

Serbia PM rejects OSCE censorship claim

SERBIA Prime Minister Aleksandar Vucic has demanded an apology from the Organisation for Security and Co-operation in Europe (OSCE) over allegations that the government was censoring media and the internet.

"From ... the OSCE, after all the untruths you brought up regarding Serbia, I expect a simple apology," Vucic said, addressing OSCE representative on freedom of the media, Dunja Mijatovic.

Mijatovic referred to reports that blogs were shut down that were critical of action by Vucic's cabinet during recent floods.

"I am deeply concerned by reports that websites and online content were blocked. It is a clear violation of the right to freedom of expression," she said, speaking at a conference in Stockholm last week.

She warned Serbia to nurture uncensored debate on matters of public interest, particularly in times of crisis such as during massive flooding in the Balkans in late May.

Vucic dismissed the allegations, insisting that the information Mijatovic passed along was "picked up from a site running a customary dirty campaign against its government".

Adding that the information was unverified, he asked for a "single shred of evidence" to back the allegations.

NATO, Russia views on Ukraine 'far apart'

NATO'S and Russia's views on the crisis in Ukraine "remain far apart," a spokeswoman for the military alliance says after its ambassadors met with Moscow's envoy to NATO, Alexander Grushko, for the first time since March.

"It is clear that there are fundamentally different views on this crisis, on its origins, on what is happening now and how it should be resolved," NATO Secretary General Anders Fogh Rasmussen concludes after the talks, according to spokeswoman Oana Lungescu.

The NATO ambassadors call on Russia to engage constructively with Ukraine's newly elected president, Petro Poroshenko, and say they would not recognise the annexation of Crimea.

"They also called on Russia to respect its international commitment to stop the flow of arms and weapons across the border, to stop supporting armed separatists in Ukraine and to withdraw in full and verfiable manner their troops from the border," Lungescu says.

Ex-Montana gov, others seek money for mine

A GROUP of investors that includes former Montana governor Brian Schweitzer is seeking $10 million from a mining company in exchange for access to a huge copper and silver reserve - a move the company's chief executive says was "extortion" and included a threat to stir up negative publicity for the project.

Schweitzer, who has hinted at a 2016 presidential run, rejected the accusation and said he had been making a good-faith effort to resolve the dispute with a cash and stock settlement.

The two-term Democratic governor last year joined a handful of investors to form Optima Inc. That business controls mining rights - known as claims - on underground parcels needed by Mines Management Inc to access the proposed Montanore mine beneath the Cabinet Mountains Wilderness near Libby.

The mine would tap into underground veins of copper and silver ore valued at more than $8 billion and employ 350 people. A federal judge in April gave Montanore a preliminary condemnation order giving it rights to access the reserves through tunnels passing through Optima's claims.

The order entitles Optima to just compensation. Schweitzer says $10 million represents a "ballpark figure" of what the claims are worth, and it is based on an earlier offer from Optima that was rejected by Mines Management.

Mines Management Chief Executive Officer Glenn Dobbs told The Associated Press that when Schweitzer called him in March to make the offer, the former governor threatened retribution if Optima didn't get its way.

"It was an extortion call," Dobbs said. "They were going to announce to the world that we didn't have access to the project. They would create controversy and depress our share price ... It's really gutter-type gangsterism."

Schweitzer responded that Dobbs' accusation was "silly."

"How would it make sense for us to depress the value of the shares if that's the way we were hoping to be paid compensation? These are illogical allegations, and they are not true," he said.

Schweitzer left office last year and now serves as chairman of Stillwater Mining Inc, where he helped engineer a corporate board takeover that ousted the company's former chairman and CEO. Stillwater - Montana's largest mining company - is not involved with Optima or the Montanore mine, Schweitzer said.

A formal compensation claim against Mines Management from Optima is expected to be filed in federal court Thursday. If the two sides cannot agree on compensation, the court will appoint a commission to resolve the matter, according to Montana condemnation laws.

The mining claims at issue were originally owned by another member of Optima, Arnold Bakie, according to court documents.

Spokane-based Mines Management needs the Bakie claims to access a 4,200 metre tunnel and build another that would give it access to the silver and copper reserves, the company said in court documents.

Bakie and others with claims at the Montanore site were sued by Mines Management in an attempt to cancel out their claims.

After a state court rejected the lawsuit, the company filed a separate complaint in US District Court to condemn the claims under Montana's eminent domain law.

A previous $100,000 offer to Bakie was rejected last year.

Schweitzer said he had followed the case as governor, and he got involved once he left office. Optima was incorporated after conversations between Schweitzer and Bakie that the governor said were "mutually" initiated.

"I was familiar with the doings here as governor," Schweitzer said. "I saw what was happening: These guys from MMI (Mines Management) thought they would come in here and strong-arm Arnold Bakie and their big lawyers are going to scare him ... Now he has partners that stand with him."

In March, Mines Management turned down Schweitzer's offer to resolve the claims dispute in exchange for cash and stock worth about $10 million, according to Dobbs and Schweitzer. That's when Dobbs said Schweitzer made his threats.

Dobbs also accused Schweitzer's administration of delaying the project during his two terms in office - another claim that Schweitzer said is untrue.

"Quite the opposite. This is an opportunity to settle this thing and have it over with" so work on the mine can proceed, he said.

Mines Management has been seeking state and federal permits since 2005 for Montanore. Its reserves hold 230 million ounces of silver and 1.7 billion pounds of copper, according to Mines Management.

A permit decision by the US Forest Service and other agencies is targeted for 2015.

That timeline is largely dictated by the federal agencies, not the state, said Kristi Ponozzo, project coordinator at the Montana Department of Environmental Protection. She said she was unaware of any involvement by Schweitzer when he was in office.

Businesses worried about budget cuts

MORE than half of Australia's businesses are worried about the fallout from the federal government's tough budget will have on them.

Nearly 60 per cent of businesses surveyed by Dun & Bradstreet expressed concern about the budget.

Retailers are bracing themselves for a tough September quarter, with expectations of falling profits following the steep spending cuts announced in last month's budget.

A quarter of retailers expect a fall in earnings, pulling the sector's profits index into negative territory for the first time in two years.

"The fall in expected earnings for retailers is reflective of the mood among consumers, which has dropped significantly following the release of the budget," the head of Dun & Bradstreet's Australasian operations Gareth Jones said on Tuesday.

"Combined with soft wages growth, and signs from D&B's consumer financial stress index that individuals are finding conditions more difficult, it's unsurprising that many businesses expect to see spending levels fall away."

Despite the gloom in the retail sector, manufacturers raised their expectations for sales and profits to 10-year highs.

Forty six per cent expected higher profits in the September quarter, with 57 per cent forecasting better sales.

Wholesalers were just as upbeat, with 43 per cent expecting a rise in earnings and 56 per cent flagging a lift in sales.

However their optimism was not enough to offset the lower expectations among retailers and those in the transportation, communications and utilities sector as well as those in finance, insurance and real estate, and services.

As a result the D&B all-industries sales expectations was flat at 33.4.

Overall, 62 per cent of businesses expressed confidence about growth this year compared to 2013.

Hiring expectations also lifted for a fourth consecutive quarter, buoyed by the better-than-expected 5.8 per cent unemployment rate announced in May.

More than a fifth of businesses plan to hire workers in the September quarter, with nine per cent planning to cut staff.

"Despite concerns from business about the potential impact of the budget, expectations are, on balance, favourable for the next three months," said Dun & Bradstreet's economic advisor Stephen Koukoulas.

Egyptian satirist announces end of TV show

EGYPT'S leading satirist, Bassem Youssef, says his show will not be returning to television.

Youssef and his crew announced the show's end at a press conference and raised a placard with "The End" written on it.

He said he preferred to end the political satire show rather than air it from outside Egypt, explaining that it would be interpreted as treason to Egypt and would affect the program's credibility.

Youssef's program, al-Bernameg, which means The Show, was broadcast on the Saudi-funded MBC network.

The show had taken a one-month break and had been scheduled to return on Friday, two days after the presidential election ended.

However, it was suspended.

Youssef, a heart surgeon, rose to fame making online videos in the style of US comedian Jon Stewart's spoof newscast The Daily Show, after the January 2011 uprising that ousted longtime ruler Hosni Mubarak.

In the following year, Youssef mainly targeted radical Islamists and Mohammed Morsi, Egypt's first freely elected president, who was ousted by the army in July after mass protests demanding his overthrow.

During Morsi's rule, Youssef faced several investigations for allegedly insulting the president and Islam.

However, legal complaints against Youssef for his political humour continued following Morsi's ouster after Youssef criticised the fervour for then-army chief Abdel Fattah al-Sissi.

Al-Sissi later resigned his military post to run for president and won the balloting last week, according to initial results.

Rate rises to start coming in a few months

BORROWERS should start bracing themselves for several interest rate increases next year as the non-mining sectors of the economy start to pick up pace.

The board of the Reserve Bank of Australia meets on Tuesday, and all 15 market economists surveyed by AAP say the cash rate will stay at a record low of 2.5 per cent.

Nine say there won't be any movement before the end of the year.

Nearly all are expecting a string of interest rate hikes next year that will push the cash rate to around 3.25 per cent.

Official data released Thursday showed that the mining investment boom has passed, with capital expenditure in the sector falling almost nine per cent in the March quarter.

However, investment intentions for the 2014/15 financial year in the non-mining sectors of the economy have risen to their highest levels since the global financial crisis.

Citigroup head of economics Paul Brennan said the figures show that the economy should rebalance away from being driven by mining investment smoother that previously expected.

"We believe the expectations data is above what the RBA would have pencilled in," he said.

Commuter train derails in Chicago

AN eight-car Chicago commuter train has ploughed across a platform and scaled an escalator at an underground station at O'Hare airport, injuring 32 people.

No one suffered life-threatening injuries in the Blue Line derailment, Chicago Fire Commissioner Jose Santiago said during a Monday morning briefing.

Chicago Transit Authority investigators along with the city fire department and police were reviewing security footage and interviewing the driver and other CTA workers to pin down the cause of the accident.

Steele said crews were working to remove the train and fix the escalator and aren't sure when the station will reopen.

The train appeared to have been going too fast as it approached the end-of-line station and didn't stop at a bumping post - a metal shock absorber at the end of the tracks.

"The train actually climbed over the last stop, jumped up on the footpath and then went up the stairs and escalator," Santiago said.

"Apparently (it) was travelling at a rate of speed that clearly was higher than a normal train would be," Steele said.

It wasn't clear how many people were on board at the time but the accident happened during what is "typically among our lowest ridership time," Steele said.

Aust, Indon police 'must work on trust'

AUSTRALIAN police feel the bilateral hiatus with Indonesia has created hesitation in a once remarkable relationship forged by the Bali bombings, according to a report.

The Australian Strategic Policy Institute (ASPI) interviewed Australian Federal Police (AFP) and Indonesian National Police (POLRI) officers for a special report on the partnership.

The rift between Jakarta and Canberra following last year's spy scandal led Indonesia to suspend police cooperation in some areas, including people smuggling and cybercrime.

Both nations' foreign ministers are set to resume talks this week on a plan to restore bilateral ties - something unlikely to take effect until after Indonesia's presidential elections later this year.

ASPI says the police relationship can't resume as if nothing happened.

Both forces should therefore use this time to think about what they want their cooperation to deliver in the future.

Following the spy revelations, the report says, POLRI officers had to check their communications equipment to ensure it hadn't been compromised by other nations, including Australia.

ASPI believes a close and productive relationship will return, provided there's an effort made to close any trust deficit that has emerged.

"All the AFP and POLRI officers interviewed for this project think the current tension has not damaged (people-to-people relationships)," it says.

"Although some note that the ambiguous situation has made some Indonesian officials hesitant to engage their Australian counterparts."

The report suggests workshops for future AFP and POLRI leaders, and inviting POLRI officers to support the AFP during November's G20 meeting.

In the past, the AFP-POLRI relationship has brought significant benefits to both countries, most notably in terrorism.

After the 2002 Bali bombings, officers lived together, shared information openly, and convicted more than 30 terrorists.

Australia posted its first police liaison officer to Jakarta in 1977. Today there are around 30 AFP officers working in Indonesia.
